Everything you need to know about the FSP Premium Program
Partner Program and
Infrastructure
Q1. What is the FSP Premium Program?
The FSP Premium Program is an invite-only program that enables
established organizations to operate as a true Full-Service
Provider (FSP) under Fiserv. It provides partners with a fully
branded environment, dedicated system access, and the
infrastructure typically reserved for processors.
Q2. What operational capabilities does the FSP Premium Program
provide as a Full-Service Provider (FSP)?
As a registered Fiserv FSP, the FSP Premium Program provides
partners with multiple sponsor bank relationships, dedicated
BINs and ICAs, and direct certifications with all major debit
networks (Interlink, STAR, Accel, NYCE), allowing for control
over PIN debit routing.
Q3. What is the scale of the FSP Premium Program's processing
volume?
The FSP Premium Program processes over $35 billion annually
across more than 250 million transactions, powering a nationwide
network of partners, ISOs, and merchants.
Q4. What are the key requirements to qualify for the FSP Premium
Program?
To qualify, a group must demonstrate operational readiness,
including:
A
Physical U.S.-Based Office and staffed operations.
Defined
Internal Workflows for first-pass underwriting, onboarding,
and support.
Internal Teams dedicated to functions like boarding,
deployment, and agent support.
Merchant Boarding and
Custom Billing
Q5. How many distinct ways can custom fees be implemented during
merchant boarding?
Partners have 7 distinct ways to implement fees during merchant
boarding, which are grouped into three main categories: Account
Fee Flags (Flags 1 through 5), Recurring Fee, and One-Time Fee.
Q6. Which fee option allows for a completely custom name and
frequency on the merchant statement?
The Recurring Fee is the most flexible option. It is the only
fee type where you can instantly set a custom amount, frequency,
and statement descriptor (e.g., "Software Access Fee") during
boarding without relying on back-end configuration.
Q7. What are Account Fee Flags used for?
Account Fee Flags (Flags 1-5) are best for structured fees and
recurring portfolio-wide programs like Statement Fee or PCI
Program Fee. While the amounts can be customized during
boarding, the descriptions are fixed in the mainframe.
Q8. How should one-time upfront costs be applied during
boarding?
Use the One-Time Fee option for quick, upfront charges like
setup, hardware, or activation fees. It posts once and appears
with the fixed statement descriptor "One-Time Fee."
Risk Management and Platform
Tools
Q9. What is the primary benefit of the AccessOne Risk Management
tools?
AccessOne provides partners with real-time visibility into
merchant activity, batch behavior, and account-level thresholds,
which is essential for effective risk management and maintaining
long-term portfolio health.
Q10. What specific information can partners track regarding
suspicious activity in AccessOne?
Partners can review Suspended Batches flagged for risk issues
(e.g., high ticket amounts or excessive keyed transactions).
They can view the Exception Codes that explain why the batch was
suspended and compare a merchant's actual behavior against
preset thresholds.
Q11. Can partners directly change a merchant's transaction
limits (PTS) in the platform?
No. AccessOne provides full visibility to monitor Transaction
Limit Monitoring (PTS), but the actual edits to account-level
thresholds must be handled by the FSP Premium Program's Risk
Management team.
Q12. What is the function of the FSP Premium Program's
integrated, Fiserv-certified gateway?
The FSP Premium Program has built a fully integrated,
Fiserv-certified gateway that gives partners the ability to
board, route, and report on their merchants without the
limitations of needing to integrate and manage third-party
gateway providers.
Q13. Is this THE ONLY FSP Premium Program of its kind?
Yes! It's the only Dual FSP on Fiserv's North & Omaha platforms
with same-day funding, PayFac functionalities, and much more
which all will be live in Q2 of 2026.
